We have decided to authorize this R&D work with the following main objectives: 1. to exercise analysis tools and methods for use during CU particle tests and LAT integration; and 2. to explore the functionality of the EM. Concerns have been expressed that this work will divert already thin resources from the critical path of assembling, testing, calibrating, delivering and supporting the LAT. The decision to authorize this R&D activity has been made with the following understandings: * the infrastructure to perform this R&D work is largely in place * the work will be carried out with mostly "off-project" manpower and resources * the work will be conducted within the scope of the current I&T workplan and schedule in the PMCS * preparatory work for LAT fabrication, integration and test will have higher priority than the R&D effort * the work and results will not be represented as necessary for the success of the LAT project * proposed VDG tests of the LAT CU and LAT flight unit are not authorized at this time; the I&T Manager will keep the IPO informed of progress in the R&D effort so that such testing can be considered if the R&D results warrant it Regards, Peter and Bill
