My comments can be found
in the attachments. In short, I believe some more information concerning
risk should be added to CDR #10 response if qualification of the Grid structure
is to occur on a "spare" Grid. CDR responses #'s 11 and 15 are
acceptable.

reviewed and approved by the originators prior to official submittal to
