Hi Mark ... I'm not sure of the rationale for doing box acceptance tests for the conducted susceptibility/emissions only, but if the GLAST Project EMI/EMC lead at GSFC approves of that, I'm OK with the response.  At least some level of flight box acceptance testing is done before going to the higher level of assembly, and if there is a problem it will be caught at the higher level (at the cost of disassembly for repair).
